Mix shortening and pwd. sugar thoroughly. Stir 1 1\/2 c. flour into shortening mixture. With hand, press and flatten mixture evenly in ungreased oblong pan, 13x9x2. Bake 12-15 min. Combine remaining ingredients; mix well. Spread over baked layer. Bake 20 min.; cool. Cut into bars.
