2 TABLSP FLOUR
1 BEEF BOUILLON CUBE
1 (1LB) CAN TOMATOES
20 MEATBALLS
2 CUPS PARED AND SLICED CARROTS
2 ONIONS, QUARTERED
1 CUP SLICED CELERY
1 CUP PEELED AND CUBED POTATOES
PREHEAD OVEN TO 350F.  IN A MEDIUM SAUCEPAN, COMBINE WATER, FLOUR AND B OUILLON.  STIR UNTIL WELL-BLENDED.  ADD TOMATOES AND COOK ABOUT 5 MINUTES, UNTIL MIXTURE THICKENS AND BOILS, STIRRING CONSTATNTLY.
ADD MEATBALL MIX, CARROTS, ONIONS, CELERY AND POTATOES.  COVER AND SIMMER 15 MIN.  POUR INTO A 3-QUART CASSEROLE.  COVER AND BAKE 1 1/2 HOURS.
